Taiwan is a temporary home to more than 600,000 migrant workers from Southeast Asia, many of whom make use of the nation''s major train stations and the public areas around them as meeting spots on weekends. Taiwan opened its borders to these workers 24 years ago, and today they still fulfill important roles in society, but do they receive a level of care on par with their sacrifices? Our Sunday in-depth report. These Indonesian Muslim migrant workers read out verses of the Koran as part of a religious service. They’re congregated on one side of Tung Hsieh Square, formerly known as First Square, where they get a much needed rest. They are not there just to practice Islam; it’s also a place of social intercourse, stress relief, and of sharing their longing for home with one another. These weekend meetings have become a habit for many of the workers.Groups of more than 10,000 of these Southeast Asian migrant workers have become a frequent sight in the areas around the nation’s major railway hubs on weekends. On days off, most of them seem to make their way to these open areas, sitting and chatting until the sun goes down. What do these migrant workers do when the weekend rolls around? The Indonesian worker Ryan Ferdian wants to take a bus, but because he’s only able to recognize numbers and the English alphabet, getting around is hard and he has to leave a half-hour earlier.Even simple information about things like transportation can be hard to come by for these migrant workers, so the majority of them tend to meet in easy-to-access locations that they’re familiar with. Saving money is also a big concern in designating their shared meeting spot. Hsia Hsiao-chuanShih Hsin Univ. Institute for Social TransformationOn their wages, it’s hard to afford most things in Taiwan. How are they supposed to consistently provide for their physical and emotional needs? Of course they have to look for the cheapest place to meet, which is usually a public space. One of the other reasons for their large get-togethers is that they don’t usually have much in the way of alternatives.Justto LasooIndonesian Migrant LaborerWe need a place that can be our library, a library with plenty of books from Southeast Asia, and we also need exercise equipment, or else some facilities that can let us stage art and cultural activities.Taiwan let private companies hire foreign laborers for the first time in 1992. In the 24 years since, these foreign laborers have worked jobs that the majority of locals aren’t willing to touch. Although foreign factory workers are entitled to the same protections as local employees under the Labor Standards Act, there are often stories of employers failing to pay overtime to foreign laborers and attempting to illegally dock days off. The law gives even fewer assurances over holiday time for people working as domestic caregivers, who must individually reach agreements with their employers to take days off.MayaIndonesian Migrant LaborerMy friend wanted to take a holiday, but she couldn’t because she’s taking care of an elderly lady. She was really sad because she’s constantly under pressure from her boss, and she can’t get out of the house.Hsia Hsiao-chuanShih Hsin Univ. Institute for Social TransformationAs their employer I have to exploit them if I want to be able to uphold my own standard of living. We end up rationalizing this type of inappropriate behavior, starting with the notion that they’re not good enough, that they’re inferior to us.The lack of legal protections over personal space and break time for migrant workers stems from deep-seated discriminatory attitudes among Taiwanese toward these workers, especially those from Southeast Asia. The discrimination is often seen in the form of physical segregation between locals and foreigners. Hu Si-yuTaichung First Square ManagementThere are two groups that form naturally. Customers at stands on the first, second, and third floors of the city government building are mostly migrant workers, while the areas on the fourth floor and above are mainly occupied by Taiwanese, and some of those shops don’t sell to foreign migrant workers. Every Sunday, the first-floor main concourse at Taipei Main Station is always full of migrant workers, but the station’s second-floor food court seems like a world away from them.On the last day of the Muslim religious festival of Ramadan, migrant workers come together at the station to celebrate the end of their month-long fast. In the past, Taiwan Railways authorities attempted to shunt the revelers off to one side while other members of the public stood by disapprovingly. But now, the station has set up a Muslim prayer room, and it’s planning to upgrade its ticket machines so they can be operated in a range of Southeast Asian languages. This migrant worker reads out his own essay about his experience leaving his hometown and the feeling of...
